Just about every major university and library in the country. Thus the
SPARC initiative (among others):

University of California has just launched a project in "e-scholarship" to
facilitate scholarly communication within the University, some of which
will undoubtedly bypass the traditional publishing paradigm. 

The question that always comes up (after the tenure issue) is that of
quality. I know that some people don't feel that acadamic publishers have
much of an editorial role and are convinced that a pure peer review model
will suffice. Publishers themselves might argue otherwise.
