I think this Oracle option sounds like a step in the right direction.

An interim step in an III system is to pull the data you want out of the 
system on a regular basis using Expect scripts and the create lists 
function (which now has a nice comma-delimited option), and then reload it 
into an SQL database, which can then be queried with web forms via PHP, 
cgi, etc.

I'm working on a postgresql database containing information from our order 
and bib records.  It allows faculty book selectors to get on the web and 
search by their name or fund code to see what they've ordered.

The best part is that it all comes together with free tools: Linux, Expect, 
perl, PHP, postgresql.
